"Act 148 Universal Recycling Law Effective July 1. 2015"
News Release:  The Rutland County Solid Waste Alliance Communities (SWAC) - the towns of Benson, Chittenden, Fair Haven, Middletown Springs, Pawlet, Rutland Town, Shrewsbury, Sudbury, Tinmouth, and West Haven is rewriting its Solid Waste Implementation Plan (SWIP) to comply with the State of Vermontís Materials Management Plan (MMP). The MMP contains performance standards, including those focused on implementing Act 148 (Vermontís universal recycling and composting law), that each solid waste entity must meet to achieve the following goals:

- Prevent waste from being generated.
- Promote sustainable materials management, with a preference for highest and best uses.
- Minimize reliance on waste disposal (landfilling and incineration).
- Conserve resources, minimize energy consumption, and reduce greenhouse gas emissions and other  adverse environmental impacts
.
SWACís plan will include information on how various waste streams are managed in the Solid Waste Alliance Communities; how members are and will be educated on waste prevention, reduction, and proper disposal; and how SWAC will meet the performance standards in the MMP.

Information on the current Solid Waste Implementation Plan and the draft of the new Plan can be found at www.rutlandcountyswac.org/SWAC%20webpages/Solid%20Waste%20Plan.htm.

Before the SWIP is finalized, we would like to get some feedback on the plan from members of the Rutland County Solid Waste Alliance Communities residents, businesses, and stakeholders.

Hereís how you can weigh in on the new Solid Waste Implementation Plan.  Please submit your comments in writing (info@rutlandcountyswac.org). Comments will be accepted until the SWAC Board adopts the final, State-approved draft in early 2015. Please check website for updates.

One public meeting has been scheduled for May 7, at 6:00 p.m. in the Rutland Town Offices.  A second public meeting will be scheduled for early 2015.

Contact Information:  Pamela Clapp, SWAC Administrator, at 802-342-5701 and info@rutlandcountyswac.org.
